The database provides detailed information on 670 agroforestry tree species in order to help field workers and researchers in selecting appropriate species for agroforestry systems and technologies. For each species, the database includes information on identity, ecology and distribution, propagation and management, functional uses, pests and diseases and a bibliography.

Hélène Bosc, Stevan Harnad, Eloy Rodrigues, Eberhard R. Hilf und Alma Swan stellen dem Europäischen Parlament Fragen from the research community concerning Open Access. Hintergrund:

We have prepared some very focused questions for the EU-parliament candidates; the candidates‘ replies will then be distributed in the research community. The purpose of these questions is to elicit and reveal the current problems at the EU-level in moving legislation and policy towards a stable and reliable support for research information in the digital era through Open Access (while continuing to leave it entirely in the hands of researchers what and where they wish to publish).

24. Wishes the scientific community and researchers to enter into voluntary licence-issuing schemes with publishers in order to improve access to works for purposes of teaching and research; however, takes particular note of the value of learned journals, which play a key role in the peer review process of validating the results of academic research, and the financial viability of which is dependent on paid subscriptions;

Zu Bibliotheken und Archiven im Procedure File:

The Green Paper focuses on the exceptions to copyright which are most relevant for the dissemination of knowledge, namely:

1)The exception for the benefit of libraries and archives: two core issues have arisen: the production of digital copies of materials held in the libraries‘ collections and the electronic delivery of these copies to users. Under the current legal framework, libraries or archives do not enjoy a blanket exception from the right of reproduction. Reproductions are only allowed in specific cases, which arguably would cover certain acts necessary for the preservation of works contained in the libraries‘ catalogues. On the other hand, the library exception and national rules implementing it are not always clear.

Main questions:

* Should the exception for libraries and archives remain unchanged because publishers themselves will develop online access to their catalogues?
* In order to increase access to works, should publicly accessible libraries, educational establishments, museums and archives enter into licensing schemes with the publishers?
* Should the scope of the exception for publicly accessible libraries, educational establishments, museums and archives be clarified with respect to: format shifting; the number of copies that can be made under the exception; the scanning of entire collections held by libraries?
* Is a further Community statutory instrument required to deal with the problem of orphan works, which goes beyond the Commission Recommendation 2006/585/EC?

Zypries will "geistige Eigentumsrechte" fortentwickeln.

Zypries will geistige Eigentumsrechte fortentwickeln:

Search EUR-Lex for a directive and in the search results, click the „html“ link. That brings up the directive with a URL like the following form (I’m looking for directive 76/207/EEC):

http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CELEX:31976L0207:EN:HTML, where the „3“ after „CELEX“ indicates the type of display, „1976“ the year, „L“ a directive, „0207“ the directive number, „EN“ the language and „HTML“ the format. Instead of searching, of course, you can just make up a URL along this pattern for the directive you want.

Change the „3“ for the type of display to „7“ and the „HTML“ to „NOT“:

http://eur-lex.europa.eu/LexUriServ/LexUriServ.do?uri=CELEX:71976L0207:EN:NOT.

This brings up a page of „national implementing measures“, i.e. national laws implementing the directive in question, listed in order of member state.

Automatic translation / EuroMatrix

There’s a proper discussion on automatic translation in the comments on the Hungarian LibWorld article. Especially the translation of so-called agglutinative languages seems to be difficult. Gamoia (see her article on Spanish library blogs) states:

I see there’s still much work to do. But I really think it is worth to do it.

Europe's Digital Library experts set to focus on copyright today

The EU’s High Level Expert Group on Digital Libraries – which includes, amongst others, stakeholders from the British Library, the Deutsche Nationalbibliothek, the Federation of European Publishers, and Google – will present this afternoon an advisory report on copyright issues to the European Commission. Besides, the group will discuss today how to ensure more open access to scientific research and how to improve public-private collaboration. The work of the High Level Group is part of the European Commission’s efforts to make Europe’s rich cultural and scientific heritage available online. For this, the group advises the Commission on issues regarding digitisation, online accessibility and digital preservation of cultural material.
